Did anything come from our requests for dog runs?
Who can we approach at the municipality for these?
I've just been down to the park and there were several dogs there off leads
and playing happily. Only problem was that there are non-dog people around
and they can get a bit frightened. We really need a safe place for the dogs
to run, preferably in each area.

A friend of mine complained as well about being
followed by the municipal
animal officer + taking picture of him & his dogs.
He had to pay a lot of money although he collected their droppings, seconds
after the picture was shot.
We used to live in Tel Aviv, were we had special areas for dog run. We miss
it so much!
I think that Alex Weinreb Is our best address for this issue.
They should make few parks in modi¹in + one in Reut & one in Maccabim.

I second that. We only have a small garden for our
dog to run around in. It would be great. The only dog run I know about in
Israel is in Ramat Gan.
Maybe we can form a group of dog owners and petition city hall? Meanwhile
does anyone know of an open safe place in the outskirts where I can let my
pooch run about?

I third that!!! I am tired of being one of the few that actually pick up
after my dog. Elections are on 11/11 maybe one of the candidates would
like to take up the issue. By the way... Who are they. Besides the
signs popping up, does anyone know anything about them?

Dear all dog owners and list members
I am happy you brought this subject up/
Last year I passed a
city policy that says that we will build 4 dog parks
one in maccabeem, one in reut and one in south and one in north Modiin
The cost is 40000 shekels each including a one dunam fence and double gate
entrance and water faucet
The mayor decided that he has other priorities and it wasnt in the city
budget last year
This years budget will be in December when I hope to be elected as the next
mayor-
this is on my agenda and will be financed
since 4000 dogs deserve part of the budget as well.
In the future parks i suggest to build dog parks and kiosks with toilets
from the start

I do hope you keep this particular promise. I don't know how much
revenue
the compulsory dog license generates annually, but multiplied by 4,000 it
surely could contribute substantially to the provision of these facilities.

Two years ago a group of us, including some members of the Modiin
list, started an initiative that included a petition to city hall to
change its policy vis-a-vis dogs.
The petition included several elements:
- requiring the city to effectively clean the parks and use designated
tools such as poop scoopers which are used in some other
municipalities
- Place emphasis on dog owners to clean up after their dogs
- adapting the municipality law to the laws actually enforced (for
instance, the current municipality law requires a muzzle for a dog in
public)
- Effective appeal channel for residents who are given false reports
by municipality officers who abuse their powers
- allowing dogs to be leash free in parks during off-hours when
children are not around
- designating dog friendly parks for all hours of the day (and a large
central one in park Anave)
- encouraging dog training

Despite PR for this petition in the internet forums and in the press,
we didn't collect enough signatures for it to be used as effective
leverage. I was able to get two meetings the city veterinarian, with
his boss (the head of shefa division) and with the municipality legal
adviser. The bottom line from these meetings was that they brushed off
most of points and were not willing to implement any change.
There was a deputy mayor who hitched a ride on the PR and published
proud photos of himself with Saki-kaki bags, but I don't see these
bags anywhere. He also announced that he's the dog's best friend and
therefore he will recruit a special officer who will chase them at
night. He pitched the solution of a designated dog parks in every
neighborhood, adopting it from Tel-Aviv. What he didn't consider is
that the population density in Tel-Aviv is ten times more than the
population density of Modiin, and therefore in order to deliver a
comparable solution one would have to build ten times more parks per
capita in Modiin than in Tel-Aviv (not that the residents of Tel-Aviv
are necessarily happy with the municipality policies in this respect).
But not to worry, there was no special officer recruited to chase
dogs, nor any designated dog parks setup (not even the two he proposed
as a pilot), because our deputy mayor is simply an ineffective
politician who is good at doing PR for himself in the press and in
hundreds of emails, but he lacks the political skills to implement
most of his proposals.
The bottom line: Unless some dog owners step forward and devote their
time to garner significant public support for such an initiative, the
municipality is likely to continue to ignore it. If someone wants to
lead this initiative I would be very happy to pass to him all the
signatures and contacts that we were able to gather in the previous
round.

I know that you proposed such an idea, but I am unaware of such a
city policy ever being passed. Can you please publish or email me a
copy of the city council decision approving such a policy?

I really don't know why you choose to misrepresent it this way, but
the mayor cannot approve the budget - the city council approves the
budget and you were one of the council members who voted for approving
a budget without a measly 40,000 shekels for a dog park both last year
and the year before that.
You're just as equally responsible as the mayor and other city council
members - so why do you try to take the glory for supposedly taking
care of the needs of dogs, while passing the buck for your failure to
the mayor?!
Elected officials who shirk their responsibility are of no use to the
electorate.

In order to pass a budget one needs to gather the majority of council
members for the budget. You give us no reason to believe that you will
succeed anymore next year where you failed the previous two years.

Dear list
I have no wish to indulge us all with Yaki Bejas fight at everyone who is
running for mayor
but his friend Chaim Bibas
-I put up over 30 Kaki-Saky yellow boxes with bags in them for those
dog
owners that "forget" there bag at home.
In the next few weeks 15 more boxes are to be put up (the boxes I purchased
are in the city machsan if someone wishes to see them) and I will send the
modiin list a list of all the places if the list moderator allows it since
they constantly remove my messages claiming I do PR -but this is important
info as we see in this post
In Buchman where Yaki lives there was one box on Rabin Street near Nitzanim
School that lately was damaged and will be replaced. We did not put in
Buchman and Keizar last year since the parks were not built yet
Last year the council
approved dog parks and the city engineer oked the
places
I put forward a request for funding these parks at 40000 shekels each
and to fund more boxes (20000 shekels a year) and more city
pakachim-inspectors
but the council members thought otherwise/
They have different prioirities
so Yaki-use your influence on your friend Chaim Bibas to help 4000 dogs
and have him vote in November for this iniative for next years budget
That would be useful of your frienship Yaki
When I will be elected Mayor, I will make sure that politicians will do what
is good for the city
and not what is good for themselves
Some politicians will do anything to stop those who want to do good at any
expense-
even if it hurts the whole dog owner population

I'm sorry to see you try to divert the issue.
The issue here is not Yaki Beja, nor is the issue Moshe Spector/Haim Bibas
(both of whom are quite effective politicians).
The issue is your performance as Deputy Mayor with a salary and your success
or lack of success in implementing your proposals in your areas of
responsibility.
The fact is that a Saki-Kaki box is worthless if it's not replenished
regularly with bags or if it's gathering dust in the city basement. I
haven't seek saki-kaki bags in Rabin BLVD for well over a year. I haven't
seen bags in other city parks I've visited either.
The fact is that you were unable to include even a budget of 40,000 shekels,
within an annual city budget of 270,000,000, to make even one dog park
a
reality during your five year tenure as deputy mayor in charge of
quality
of the environment.
The fact is that you voted for two years in a row for a city budget that did
not include a budget for even one single dog park.
So please, Alex, do not blame others for your failures and your inefficacy
as a politician.

PS
I browsed the protocols
of the city council last year and I did not find any
mention of a policy for dog parks being approved. I did find lots and
lots
of allocations for synagogues approved, pushed by Michael Charlap who is a
deputy mayor who knows how to effectively implement his agenda. Alex, could
you please post a copy or at least state at which city council meeting date
such a policy for dog parks was approved?
